Former permanent secretary in the Ministry of Agriculture and Rural Development and former APC governorship candidate, Dr. Ernest Afolabi Umakhikhe, has extended his congratulations to the Edo State APC chairman, Emperor Jarrett Tenebe, on the occasion of his birthday.
