Barca hit the woodwork twice, but failed to find a goal.
Rayo, who sit in 11th place, have now completed the league double over the Catalans for the first time, following their 1-0 home win in October.
Real Madrid can clinch the league title on Saturday, with either a draw or win at home to Espanyol.
Barcelona remain second in the table, level on points with Sevilla and two points clear of Atletico Madrid.
